This book is a radiographic look at History, experienced by the individual self and the collective self, with a narrative that, while not rejecting chronology, departs from being linear or even Cartesian, since in its interstices it must confront retrospectives and prospectives, unavoidable facts and positions of principle, some almost doctrinaire.
The radiographs paint various portraits of the construction of the State in the early years of Cape Verdean national sovereignty, with a brief overview of the area of Defense and Security. From this period, the Author highlights the internal tension within the PAIGC in 1979, the coup d'état in Guinea-Bissau in 1980, and the creation of the PAICV in 1981, without neglecting the approval of the first Constitution of the Republic in 1980. The years in which he held the government post as Minister of Foreign Affairs were significant and occupy a large part of this book. They were years of much learning and great reorientation of Cape Verdean foreign policy. Of the various dossiers addressed, the Southern African Peace Process stands out, in which Cape Verde played a notable role as a facilitator of the negotiation rounds, highlighting the secret meetings on the island of Sal and the island of São Vicente which greatly contributed to the withdrawal of South Africans from Angola, the Peace Agreement involving Angolans, South Africans, Cubans and Americans, the independence of Namibia and the gradual dismantling of the apartheid regime in South Africa.
The book recounts key moments such as the signing of the São Vicente Act in 1984 and the signing of the Ceasefire Memorandum in Sal in 1988, which are recorded in the annals of history and highlight Cape Verde's significant participation as a useful country in the international arena. The narrative also discusses several dossiers, previously restricted and undoubtedly unknown to the general public.
Silvino da Luz , a freedom fighter for his homeland, served as Minister of Defense and National Security and Minister of Foreign Affairs of Cape Verde during the First Republic.
